A performance marketing agency plans, buys and optimises paid media against outcomes you can count: sales, qualified leads, app installs or bookings. It is not judged on reach or impressions. It is judged on what each riyal of ad spend brought back.
That sounds simple. The hard part is measurement. Ad platforms count conversions generously, and two platforms can both claim the same sale. So before you hire a performance marketing agency, you need to know how the work runs week to week and which numbers prove it is working.
This guide covers both. It is written by the team at Serajj, a Google Partner and digital marketing company in Saudi Arabia based in Riyadh.
The stakes keep rising. Saudi advertising spend reached about USD 2.4 billion in 2025 and is forecast to pass USD 3 billion in 2027, according to WARC data reported by AGBI. More money in the market means more competition for every click.
What is a performance marketing agency?
A performance marketing agency is a team that runs paid campaigns to hit a measurable business target. That target is usually a cost per acquisition (CPA) or a return on ad spend (ROAS) your margins can support. Every campaign, creative and budget decision is tied back to it.
So, what is performance marketing in one line? It is advertising where you can trace spend to a result, then decide what to fund next based on that result.
The work covers four core jobs: tracking, media buying, creative and reporting. Many performance marketing agencies also handle landing pages and conversion rate optimisation, because a cheap click is worthless if the page it lands on does not convert.

How is a performance marketing agency different from a traditional agency?
A traditional or brand agency is measured on awareness, recall and creative quality. A performance marketing agency is measured on cost per result and revenue. Both matter, and strong brands run them side by side, but the contract, reporting and team skills are different.
You will also see the label performance based marketing agency. Strictly, it describes an agency paid per result, per lead or per sale, rather than a monthly fee. In practice, most firms that use it work on a mix of fees and performance targets.
Others call themselves a digital performance marketing agency. The label matters less than the measurement plan behind it.
Performance marketing vs digital marketing: what is the difference?
Digital marketing is the whole field: SEO, social media, content, email and paid ads. Performance marketing is the paid, measurable part of it.
Organic channels still feed paid results. Strong SEO in Saudi Arabia lowers your reliance on paid search, and email marketing turns first orders into repeat orders. They simply run on longer timelines and different budgets.

How does a performance marketing agency work?
A good performance marketing agency follows the same six steps on every account. The order matters. Teams that launch ads before fixing tracking end up optimising towards the wrong numbers.
1. Set targets from your unit economics
The first meeting should be about your margins, not your ad accounts. The agency needs your average order value, gross margin, repeat purchase rate and the value of a qualified lead.
From those numbers it works out your break-even point. Break-even ROAS is 1 divided by your gross margin. Sell a SAR 300 product at a 40% margin and you make SAR 120 per order, so you break even at a ROAS of 2.5 and a CPA of SAR 120.
Anything better than that line is profit, before overheads. Any agency that quotes a target ROAS without asking for these numbers is guessing.
2. Audit and fix tracking
Next comes tracking. That means GA4 and the platform pixels, plus server-side connections such as Meta’s Conversions API, Google’s enhanced conversions and Snapchat’s Conversions API. It also means one UTM naming rule for every campaign.
Two Saudi-specific checks belong here. If you offer cash on delivery, a refused parcel never becomes revenue, so send paid and delivered orders back to the platforms as offline conversions.
And if your leads arrive on WhatsApp, a tap on the chat button is not a lead. Track the conversations your sales team qualifies, not the clicks.
3. Build the channel plan
The agency then decides where the budget goes, based on where your buyers spend time and how they search. Demand that already exists is captured on search. New demand is created on social video. The split depends on your category and margins.
4. Produce and test creative
On social platforms, creative now does most of the targeting. Automated bidding finds audiences by itself, so the ad decides who stops scrolling.
That is why your agency should deliver new concepts every month, written in Arabic and in the dialect your audience actually uses. Each test should change one thing, such as the hook, the offer or the format, so you learn something from it.
5. Launch, optimise and scale
Campaigns start on controlled budgets. The team watches cost per result, conversion rate and frequency, cuts what fails and moves money to what works.
Scaling happens in steps. Sudden budget jumps can reset the platforms’ learning and push costs up for days.
6. Report and decide
Reporting closes the loop. A useful report ends with decisions: what to stop, what to scale and what to test next month.

Which channels does a performance marketing agency in Saudi Arabia manage?
Channel choice in the Kingdom differs from Europe or the US. Snapchat ads can reach 25.3 million users in Saudi Arabia, equal to 89% of adults aged 18 and over. YouTube’s ad reach stands at 27.5 million. Both figures come from DataReportal’s Digital 2026 Saudi Arabia report.
A typical mix looks like this:
- Google Search and Performance Max capture demand that already exists. Our guide to hiring a Google Ads agency covers this channel in depth.
- Snapchat and TikTok create demand among younger Saudi audiences. See what to expect from a TikTok ads agency in Saudi Arabia.
- Instagram and Facebook work well for retargeting, product catalogues and lead forms.
- YouTube adds video reach and remarketing.
- X and LinkedIn suit B2B, government and professional audiences.
- Creators can be paid against discount codes or tracked links through influencer marketing.
- Email and CRM bring buyers back, which lowers your blended acquisition cost.
Events are a good example of mixed goals. Paid campaigns can drive registrations and booth visits for an exhibition. That works best when the media team and the exhibition and conference management team share one registration target.
How do you measure performance marketing results?
Measure from the business down, not from the ad platform up. Start with revenue and profit, then channel efficiency, and only then clicks and impressions.
The performance marketing metrics that matter
These are the performance marketing metrics worth tracking, with the formula for each:
- Cost per acquisition (CPA): ad spend ÷ conversions.
- Cost per qualified lead: ad spend ÷ leads your sales team accepts. This is the honest version of cost per lead.
- Return on ad spend (ROAS): revenue from ads ÷ ad spend.
- Break-even ROAS: 1 ÷ gross margin.
- Marketing efficiency ratio (MER): total revenue ÷ total marketing spend across all channels. It is also called blended ROAS.
- Customer acquisition cost (CAC): total marketing and sales cost ÷ new customers.
- Customer lifetime value (LTV): the gross profit a customer brings over the whole relationship.
- Payback period: CAC ÷ monthly gross profit per customer.
- Conversion rate: conversions ÷ visits or clicks.
Click-through rate, cost per click and CPM are diagnostics. They explain why a result moved. They are not results.
For leadership, keep it to three performance marketing KPIs: MER or CAC, revenue or qualified pipeline, and payback period. Everything else belongs in the working report.

Why platform numbers never add up
Add up the conversions every ad platform claims and you will often get more sales than your store recorded. That is not fraud. Each platform credits itself using its own attribution window, and many count view-through conversions from people who saw an ad but never clicked.
This is why MER matters. It cannot be double-counted, because it uses your real revenue and your real spend.
Attribution in 2026: data-driven or last click?
Google retired its first click, linear, time decay and position-based attribution models in 2023, as the Google Ads developer blog announced. In Google Ads, the main choices now are data-driven and last click.
Data-driven attribution is usually the better default for bidding. But it only sees the journeys Google can observe. It cannot tell you what would have happened without the ads.
Incrementality: the test that settles arguments
Incrementality testing answers the question that matters most: how many sales happened because of the ads? It works by holding back a group of people, or a set of cities, from the campaign and comparing results.
These tests are easier to run than they used to be. In October 2026, Google opened self-serve Conversion Lift studies to Search and Performance Max campaigns, with a USD 5,000 minimum spend and at least 1,000 observed conversions in the account, Search Engine Land reported.
Google has also been moving Conversion Lift to a Bayesian method that reports how likely it is that a campaign increased conversions.
Smaller advertisers can run a simple geo test instead. Pause one channel in one city, keep it live in a comparable city, and compare sales over the same weeks.

Marketing mix modelling for larger budgets
Once you spend across many channels, a marketing mix model (MMM) estimates each channel’s contribution from your historical sales and spend. Google made its open-source model, Meridian, available to everyone in January 2025.
MMM needs a long history of clean weekly data. It suits established brands better than new stores.
Tracking that respects privacy rules
Browser restrictions and ad blockers mean pixels alone miss conversions. Server-side tracking sends confirmed events from your server to the platforms, and it should be set up with consent and data rules in mind.
In Saudi Arabia, that means the Personal Data Protection Law. Its compliance grace period ended on 14 September 2024, and SDAIA now enforces it, according to DLA Piper’s PDPL guide.
The law also sets conditions for using personal data in direct marketing. That affects customer list uploads and lookalike audiences, so ask your agency how it handles both.
What should a performance marketing agency report every month?
A monthly report should fit on two pages and answer five questions:
- Did we hit the business target? Revenue or qualified leads, MER or CAC, against plan.
- Where did the money go? Spend by channel and campaign, against budget.
- What worked, and why? Top and bottom creatives, audiences and offers.
- What proves the ads caused the results? Lift tests, geo tests or blended trends.
- What happens next month? Planned tests, budget shifts and anything needed from your team.
If the report is mostly impressions, clicks and screenshots, ask for a different report.

How much does a performance marketing agency cost?
Performance marketing agency pricing usually follows one of four models. In all four, the ad spend itself is paid to the platforms separately.
- Monthly retainer: a fixed fee for an agreed scope. Predictable, but the fee does not move with results.
- Percentage of ad spend: the fee scales with your budget. Simple, but it can reward spending more rather than spending better.
- Hybrid: a base fee plus a bonus tied to agreed KPIs. For most brands this is the most balanced model.
- Pay for performance: the agency is paid per lead, sale or install. Attractive on paper, risky in practice.
Here is a quick example in riyals, for illustration only. On a monthly media budget of SAR 100,000, a 15% fee comes to SAR 15,000. A hybrid deal might pair a smaller base fee with a bonus paid when CAC stays below target for the quarter.
Creative production, landing pages and tracking set-up are often priced separately. Ask for every line in writing before you sign.
When pay-for-performance backfires
Paying only per lead sounds risk-free. The catch is that the agency is then rewarded for volume, not quality. Expect cheap form fills, recycled contacts and leads who never answer the phone.
If you choose this model, define a qualified lead in the contract. Pay on the leads your sales team accepts, not on form submissions.

How do you choose the best performance marketing agency?
The best performance marketing agency for you is the one that can explain how it will measure success before it shows you a media plan. Use these criteria:
- You own the accounts. Ad accounts, the GA4 property, pixels and data stay in your company’s name.
- Measurement comes first. Ask how they separate real growth from platform-claimed growth.
- Proof in your category. Ask for results from a business like yours, with numbers and timeframes.
- Creative in-house. Social performance depends on a steady flow of video and design, ideally from the team that buys the media.
- Saudi market knowledge. Arabic copy in the right dialect, and plans built around Ramadan, Eid, Founding Day on 22 February, Saudi National Day on 23 September and White Friday.
- Compliance. PDPL for data, Ministry of Commerce rules for e-commerce advertising, and a Mawthooq licence for any creator who appears in your ads.
Questions to ask before you sign
- What CPA or ROAS is realistic for us, and how did you calculate it?
- What will you change in our tracking in the first two weeks?
- Who will work on our account day to day?
- How will you prove the ads are incremental?
- What happens to our accounts and data if we part ways?
Red flags to watch for
- A guaranteed ROAS before anyone has seen your data.
- Reports built only on platform-attributed conversions.
- Ad accounts opened in the agency’s name.
- Long lock-in contracts with no exit clause tied to performance.
- No interest in your margins, stock levels or sales process.
The same questions work across the Gulf. Whether you are comparing a performance marketing agency in Riyadh or a performance marketing agency in Dubai, the measurement standard should not change. Our guide to choosing a digital marketing agency in Dubai covers the UAE side.

What results can you expect in the first 90 days?
Realistic timelines matter more than big promises. A typical first quarter with a performance marketing agency runs like this:
- Weeks 1–2: audit, tracking fixes, and targets agreed from your unit economics.
- Weeks 3–6: structured tests across channels, audiences and creative. Costs can rise before they fall.
- Weeks 7–12: budget moves to proven winners, and the first incrementality read comes in.
By the end of the quarter, you should know your true CAC by channel and which channels deserve more budget. You should not expect a finished, fully optimised account.

الأسئلة الشائعة
أكثر الأسئلة تكرارًا حول هذا الموضوع، والإجابة عليها باختصار.
It sets up tracking, buys paid media, produces ad creative and optimises campaigns against a measurable target such as CPA, ROAS or cost per qualified lead. It reports on revenue and leads, not just clicks.
Most charge a monthly retainer, a percentage of ad spend, a hybrid of fee plus performance bonus, or a fee per lead or sale. Ad spend is always paid on top. Ask for creative and set-up costs separately.
Expect early signals within four to six weeks and a reliable read on CAC by the end of the first quarter. Search usually shows results sooner than social, because it captures demand that already exists.
There is no universal number. A good ROAS is one above your break-even ROAS, which is 1 divided by your gross margin. A brand with a 25% margin needs a ROAS above 4, while a brand with a 50% margin breaks even at 2.
Each platform sets its own minimum, but the real minimum is the budget that buys enough conversions to learn from. If a channel cannot generate steady weekly conversions at your target CPA, focus your budget on fewer channels.
